David Jones is an international financial management specialist with special expertise in municipal finance. He has over thirty-five years of experience as a practitioner, educator and published author in financial management. A specialist in the financial and administrative management of local government and public utility companies, Mr. Jones has provided advice and guidance to central and local governments, development institutions, public utilities and companies in over 50 countries. For seventeen years, he was a senior financial analyst at the World Bank. He has subsequently been consulting, teaching and providing training services in financial management and institutional development, with an emphasis on public utilities, water supply and urban development. He has worked closely with central and local authorities on public finance issues and structuring effective fiscal policies and practices in a decentralized market economy. He has also assisted agencies to determine the fiscal impact of programs and projects on their budgets and has been a lead advisor on technical assistance and training programs on budgeting and public management activities
