ANDREI LUNCAN, B.Arch (Ion Mincu University)

Mr. Luncan is the Chief Architect for the City of Oradea, Romania, and the Manager of the Architecture, Urbanism and Cadastral Department. He is an Associate Professor of Architecture Planning at the University of Oradea Unit for Environment and Architecture.

He has pioneered several innovative programs, including inter-municipal cooperation initiatives for the Oradea Metropolitan Area, the Oradea City Development Strategy, and the revitalization of Oradea’s Central District. He has been active in promoting public/private partnerships between private developers and public authorities and assisting the city to mediate disputes over land use policy between community groups. He was a consultant to the CUDS on the World Bank financed Romanian Local Area Development Study.
