PAULIUS KULIKAUSKAS, M.A., Architecture (Lithuanian Academy of Fine Arts), Ph.D. Candidate, Urban Planning (Brookes School of the Built Environment, Oxford, UK)

Mr. Paulius Kulikauskas is a world renowned consultant with expertise in urban development through innovative urban regeneration, working with institutional frameworks, multilateral policy and strategy-setting.  He has considerable experience in researching and advising public-private partnerships and enabling private sector driven local development in urban regeneration, conceiving and leading collaborative proposals. Mr. Kulikauskas is able and experienced in both leading and taking part in multi-cultural and multi-disciplinary teams; his service for the government taught him diplomacy and negotiations. His field of work encompasses public, private and not-for-profit sectors with variety of stakeholders, especially in the local communities. During his professional career he also developed skills in programme and project management, monitoring and evaluation.

For the past 19 years he has participated in a variety of urban projects in the Baltic countries, the Balkans, Russia, Sri Lanka, South Africa, Brazil, Denmark and a number of EU countries.  He has worked for public and private sectors and his clients have included donor agencies such as World Bank, UNESCO, EBRD, EU, national governments, and USAID.  A well published international consultant, and an accomplished speaker, he has led and contributed to a number of national level projects aimed at ensuring sustainability, regeneration and development of the cities.  He is a recipient of diploma of Swiss Transdisciplinarity Award and serves as a member of Advisory Committee for Integrated urban and territorial Conservation at ICCROM in Rome.  Mr. Kulikauskas has worked at bridging public and private sector participation in transdisciplinary urban development projects in transition economies, coordinating collaboration of stakeholders in EU and acceding countries, managing projects financed by European Regional Development Fund and European Commission’s Directorate General for Research. He currently studies part time for a PhD in Urban Planning in Oxford Brookes School of the Built environment, UK.

He has experience in USAID-funded projects in Sri Lanka, Croatia and Romania working on different components of competitiveness projects.  Mr. Kulikauskas served as an institutional expert for InterSAVE Russia, setting up administrative tools and inventory for managing buildings and towns financed by European Union TACIS.  He worked as a team leader for Baltic InterSAVE for Vilnius -- analysis and inventory of built structures, a project co-financed by the Governments of Denmark and Lithuania

In the past, he has served as an advisor to the Lithuanian Minister of Urban Development on international relations and to the Minister of Foreign Affairs on UNESCO issues.  In 1996-1997, together with Byfornyelsesselskabet Denmark and a French team under the umbrella of UNESCO, he has led Riga City Center and Waterfront redevelopment project, preparing Riga’s inscription on World Heritage List.  From 1997-1999, he occupied the position of Vice-Chairman of the Lithuanian National Commission for UNESCO. In the same period, he served as a Vice-Minister of European Affairs, responsible for strategic privatization in Lithuania.

Currently, Mr. Kulikauskas serves as thematic expert for the European Union URBACT program.  He has recently completed his assignment as scientific coordinator, EU FP5 Thematic Network ENTRUST on public-private partnerships in regeneration of mixed function neighborhoods of the European cities.
